Rehabilitating Rochester’s older housing

Rehabilitation begins with diagnosis, not finishes

New kitchens and paint are easy to see; the failures that destroy a project usually are not. Before choosing finishes, determine how water moves, what holds the building up, how each unit exits, which systems are shared, what work was previously altered, and whether the legal use matches the physical layout.

Create a building file before demolition. Preserve municipal records, inspection notes, photographs, measurements, floor plans, utility bills, equipment data, environmental screens, laboratory results, bids, and a written exception list. Destructive investigation should be planned with the appropriate professionals when concealed conditions can change the scope.

Sequence the building before pricing the rooms

A useful scope follows dependency order. Do not close walls before required inspections, install finished flooring before wet work is controlled, or spend the contingency on cosmetics while structural and environmental questions remain open.

Water control is the first capital plan

Trace moisture to its source instead of covering the symptom. Inspect roof planes and penetrations, flashing, gutters, downspouts, grading, foundation walls, basement drainage, plumbing, masonry, window and door openings, porches, and interior staining. Record conditions during or after rain when possible.

A dry-looking basement on inspection day is not evidence of year-round performance. Ask for water history, utility events, insurance claims, prior repairs, drain or sump information, and seller disclosures. Use qualified inspection or engineering help when movement, structural distress, persistent water, or concealed deterioration is present.

Older systems need capacity and condition—not age guesses

Record the material, capacity, configuration, observed condition, service history, and remaining plan for every major system. The question is not merely whether equipment turns on; it is whether the system safely serves the legal use and proposed loads.

For multifamily work, map what is dedicated and what is shared. A new panel does not prove branch wiring is renewed, and a new boiler does not prove distribution, controls, chimneys, or combustion air are correct. Sewer, supply piping, electrical service, heating, hot water, ventilation, and life-safety work should be scoped by qualified trades.

Establish the permit and code path before work starts

The City lists permits for structural repairs, changes of use, fire-damage repairs, demolition, legalization of interior spaces, electrical service and wiring, significant plumbing, non-like-kind HVAC, many roof projects, structural porch work, and certain window or door changes. The list is not exhaustive, and most permitted work requires inspections at defined stages.

New York’s 2025 Uniform Code and Energy Code became fully effective December 31, 2025, subject to current state notices and any applicable local standards. Ask the City which code path, plans, trade permits, contractor documentation, and inspections apply to the exact scope. Price the process and waiting time before acquisition or contractor mobilization.

Check preservation status before changing the exterior

A property in a Rochester Preservation District or designated as a landmark can require Preservation Board review before exterior work. The City states that non-maintenance exterior changes to covered properties require approval and that a Certificate of Appropriateness must be issued before a permit can be issued.

Check this before ordering windows, siding, roofing, porch components, doors, fencing, masonry treatments, or other visible work. “Replacement” does not automatically mean in-kind maintenance, and a contractor’s standard product may not satisfy the preservation review.

Build the lead plan before disturbing paint

Federal rules and Rochester’s local inspection system answer different questions. EPA’s Renovation, Repair and Painting rule generally requires certified firms and trained workers when paid work disturbs painted surfaces in covered pre-1978 housing. Rochester and New York now use a pre-1980 framework for certain rental-property inspection and registry requirements.

The City’s 2026 guidance identifies impacted Rochester properties by age, rental use, and Lead Paint High-Risk Area, integrates lead certification with the C of O process, and requires three-year inspections for impacted properties. Confirm the property’s status, required testing, tenant notices, work practices, clearance, and documentation before demolition or surface preparation.

Test suspect materials before they become demolition debris

Asbestos cannot be identified reliably by appearance. EPA recommends that suspect material likely to be disturbed during renovation be sampled by a properly trained and accredited asbestos professional and analyzed by a qualified laboratory.

Build testing and abatement decisions into preconstruction rather than discovering them after labor is mobilized and dumpsters arrive. Depending on building type, scope, and material, federal, state, and local rules can differ. Also screen for other hazards relevant to the building and work, such as mold, fuel tanks, contaminated soil, mercury-containing devices, or hazardous electrical equipment.

Occupied rehabilitation is an operations project

An occupied building adds notice, access, security, dust, noise, heat, water, electrical, egress, privacy, belongings, pets, children, temporary services, and schedule constraints. The fastest construction sequence on paper may be unsafe, unlawful, or operationally impossible with residents in place.

Create a unit-by-unit phasing plan with management and counsel. Identify which services can be interrupted, the notice and access process, protected work zones, daily cleanup, emergency contacts, temporary accommodations when needed, and how complaints or changed conditions are documented. Never use construction pressure as an informal eviction strategy.

Write a scope that can be bid and inspected

“Renovate kitchen” is not a scope. Each line should identify location, existing condition, required preparation, quantity, material or performance standard, labor, trade, permit or inspection dependency, protection, cleanup, closeout evidence, and who supplies each item.

Issue the same scope to competing bidders and reconcile exclusions before comparing totals. A low bid that omits permits, lead-safe work, electrical repair, floor preparation, painting, cleanup, or final inspection is not the same project.

Build the budget from the scope—not a cost-per-square-foot slogan

Broad cost-per-square-foot figures hide the exact items that make older-building projects diverge: structural work, occupied phasing, hazardous materials, access, system capacity, code path, preservation, design, winter conditions, and concealed damage. Use quantities, current quotes, allowances tied to identified unknowns, and an explicit contingency.

Keep acquisition, closing, construction, professional, financing, carrying, leasing, and operating cash separate. A $100,000 construction contract is not a $100,000 project if the building also needs design, permits, testing, vacancy carry, loan interest, utilities, security, leasing, and reserves.

Control changes before approving the extra

Every change should state what was discovered, why the original scope does not cover it, available options, cost, schedule effect, downstream impact, and approval. Photograph concealed conditions before closing them and update the drawing, scope, budget, and schedule together.

Use contingency for genuine unknowns—not upgrades that were knowingly omitted from the base scope. Track committed cost, paid cost, forecast-to-complete, contingency remaining, and owner decisions. A project can be under budget on paid invoices while already over budget on signed commitments.

Keep operating repairs, capital work, and basis records separate

An ordinary repair, a major replacement, and an improvement can have different underwriting, accounting, tax, and reporting treatment. Do not label a roof replacement as routine maintenance merely to improve a current operating result, and do not assume every construction invoice receives the same tax treatment.

Maintain a property-level capital ledger tied to invoices, payment evidence, contracts, permits, photographs, placed-in-service dates, warranties, and final approvals. Let the accountant determine the applicable tax treatment from the evidence. The editorial rule remains simple: recurring operating expense and substantial capital work are shown separately.

Closeout is part of the asset—not paperwork after the asset

A completed-looking unit is not a closed project. Obtain required final inspections, C of O or compliance documents, lead or environmental clearance, warranties, manuals, serial numbers, spare materials, as-built information, final photographs, contractor affidavits or lien releases where appropriate, and a reconciled final cost report.

Then transfer the building to operations: update emergency contacts, preventive-maintenance schedules, shutoff and equipment maps, tenant files, utilities, insurance, asset register, recurring inspection calendar, and the stabilized underwriting. Good closeout makes the next repair, refinance, management transition, or sale easier to verify.

The preconstruction release gate

Do not release broad demolition or cosmetic work merely because labor is available. Release the project when the next phase is designed, funded, permitted where required, safe to perform, and measurable at completion.
